Natcast (short for The National Center for the Advancement of
Semiconductor Technology) is a new, purpose-built, non-profit
entity created to operate the National Semiconductor Technology
Center (NSTC) consortium, established by the CHIPS Act of the U.S.

Financial Planning & AnalysisIn this role you will shape Natcast's
long-term financial strategy, balancing private sector market
dynamics with federal funding opportunities while architecting
financial frameworks that maximize the impact of Natcast's
mission.Every day you will analyze market trends and economic
indicators, developing sophisticated financial strategies and
forecasting models while optimizing the unique combination of
public and private sector resources at Natcast's disposal.To thrive
in this role you must combine deep market intelligence with federal
funding expertise, demonstrating both strategic foresight and
analytical precision while developing financial strategies that
leverage both public and private sector
opportunities.Responsibilities include the following:
- Develop and implement comprehensive financial strategies that
align with the company's overall objectives and long-term
goals.
- Lead long-range financial planning efforts.
- Structure and manage federal funding investments and negotiate
with federal partners to secure optimal funding terms.
- Create and maintain advanced forecasting models, including
demand, costs, and economic variables, providing accurate and
actionable financial projections.
- Lead scenario analysis to assess potential financial outcomes
and identify potential risks and opportunities.
- Optimize balance sheet leverage to enhance financial stability
and support strategic growth initiatives.
- Provide strategic guidance on investment decisions, ensuring
alignment with the company's financial goals and risk
tolerance.
- Analyze semiconductor market trends to inform strategic
planning.
- Present detailed strategic recommendations to senior policy and
business leaders, supporting data-driven decision making.
- Manage and optimize mix of federal/philanthropic/private
funding sources.
- Partner with business unit leaders to identify fiscal
strategies that maximize financial and operational outcomes.
- Lead and manage a high-performing team, fostering a culture of
excellence and accountability to achieve the above results.Required
Skills and Experience:
- Master's degree in Finance, Business, Economics or related
field.
- 15+ years strategic finance experience.
- Semiconductor industry and/or technology sector expertise.
- Negotiation expertise, particularly in securing and managing
funding agreements.
- Federal funding knowledge.
- Economic and/or business forecasting capabilities.
- Strategic planning leadership.
- Industry trend analysis skills.
- Balance sheet optimization experience.
- Executive presentation abilities.
- Experience managing and developing teams of financial
analysts.Preferred Skills and Experience:
- Experience managing Federal Funds deployment.
- Experience working in capital markets and knowledge of investor
priorities.
- Strategy consulting experience.
